DIRECTOR OF ELEMENTARY TEACHING & LEARNING

                                                        District-wide

 

Reports to:  Superintendent

 

Job Summary:  The Director of Teaching and Learning provides direct support and feedback to all instructional and administrative staff on the development of district-wide school improvement efforts and the related programs that support student services.  This position is responsible for all matters related to the development and delivery of instructional programs, assessment, professional development, and use of technology in the school district.  This position is responsible for the management of instructional services based on the effective use of data, collaborative processes that include all stakeholder groups, and the use of research based instructional strategies.  The Director of Teaching and Learning makes budget and staffing projections/allocations for the maximum effective use of human and financial resources in the Teaching and Learning Department.

 

Qualifications:

  • Pennsylvania District-Wide Supervisory Certificate Curriculum & Instruction, or Principal K-12, or Letter of Eligibility
  • Pennsylvania Teaching Certification, Instructional II, Principal’s Certification, or Superintendent’s Letter of Eligibility; and, successful teaching, administrative, and/or supervisory experience
  • Doctorate preferred
  • Ability to assist groups with common objectives in completing tasks, planning how to achieve these objectives, and deepen their capacity to collaborate
  • Experience developing, implementing and evaluating curriculum, professional development and instructional practices
  • Experience managing budgets and personnel
  • Knowledge of State and Federal education requirements
  • Ability to communicate effectively and work cooperatively both internally and in the community
  • Experience supervising and evaluating administrators and faculty
  • Demonstrated skills in analyzing and using data for instructional decision-making
  • Exceptional interpersonal, problem solving, oral and written communication, leadership and organizational skills
  • Lift up to 40 pounds
  • Valid driver’s license and access to a car

Performance Responsibilities:

  1. Instructional Leadership:
  • Supervises/oversees staff to fulfill the mission of the school division
  • Develops, articulates, and aligns the curriculum to reflect the mission of the school division
  • Assesses factors affecting student achievement and causes changes for improvement, as needed

     2. Policy and  Governance:

  • Works with the Superintendent to develop and/or implement policies that define organizational expectations and suggests procedures for implementing those policies
  • Functions as an instructional leader for the schools, relying on support from curriculum, instruction staff and principals, as necessary when advising the Superintendent
  • Assists the Superintendent in the administration of the school’s day-to-day operations
  • Works with all individuals, groups, agencies, committees, and organizations to provide and maintain a strong instructional program

     3.  Planning and Assessment

  • Coordinates and supervises curriculum design, instructional improvement and delivery, instructional programs, school monitoring and over-all instructional program assessment
  • Directs all planning for instructional program; plans and oversees all instructional program matters
  • Evaluates all instructional programs; observes and monitors programs and program staff at the elementary schools
  • Employs a variety of methods for collecting, analyzing, and applying data that affect the curriculum and student achievement
  • Establishes a staff and community communications system and makes appropriate adjustments to goals, plans, and practices
  • Assists the Superintendent of Schools in matters of instruction, including long-range planning
  • Assists with the development, preparation, and monitoring of instructional budgets, review and approve grant proposals

      4.  Human Resource Management

  • Assists in determining staffing needs and assignments
  • Conferences with assigned staff to discuss performance and to jointly develop improvement objectives to identify professional growth opportunities
  • Demonstrates skill in “coaching” staff, provides technical assistance to supervisors and principals concerning the teaching/learning process, and encourages improved overall performance
  • 5. Communication and Community Relations
  • Communicates with parents, community groups, administrators and others on instructional matters
  • Creates an atmosphere of trust with staff and community
  • Promotes effective communication and interpersonal relations within the school division
  • Establishes and maintains effective channels of communication with the Superintendent, with the school board, as directed, and between the schools and the community, strengthening support of constituencies and building coalitions
  • Works collaboratively with staff, families, and the broader community to secure resources and to support the success of a diverse student population 
  • 6.  Professional and Personal Ethics
  • Models professional, moral, and ethical standards for the profession
  • Models personal integrity in all actions and interactions
  • Works in a collegial and collaborative manner with school personnel and the community to promote and support the mission and goals of the school division
  • Participates in a meaningful and continuous process of professional development
  • Provides service to the profession and the community
  • 7. Other duties, as assigned
